I. Design Philosophy of the Organizational Structure
With "specialized division of labor and efficient collaboration" as the core, Hualing Heavy Industry has built a flat organizational system featuring "functional support + business-driven operation". This system ensures efficient collaboration throughout the entire process from project initiation to delivery, and provides customers with professional life-cycle services for steel structure engineering projects.
II. Core Organizational Structure
(1) Decision-Making Level
- Board of Directors: Responsible for strategic planning, major decision-making and resource allocation.
- General Manager's Office: Oversees the company's daily operations and is in charge of various business segments and functional centers.
(2) Functional Centers (Support and Guarantee)
- Strategy and Operation Center: Responsible for strategic implementation, process optimization, data management and performance appraisal.
- Finance and Financing Center: Oversees fund management, cost accounting, financing planning and risk control.
- Human Resources and Administration Center: Responsible for talent recruitment, training and development, corporate culture building, as well as administrative and logistics support.
- Technology R&D Center: Leads the R&D of steel structure technologies, BIM application, process optimization and standard formulation.
- Supply Chain Management Center: Responsible for raw material procurement, warehouse management, logistics scheduling and supplier collaboration.
(3) Business Segments (Core Driver)
- Engineering Business Division
It has 4 project teams covering industrial construction, commercial construction, spatial structure and bridge engineering, and is responsible for project bidding, detailed design, on-site construction and delivery management.
- Component Intelligent Manufacturing Business Division
Responsible for the production, manufacturing, quality inspection and coating delivery of various steel structure components such as H-shaped steel and box columns.
- Overseas Business Department
Focuses on the Belt and Road market, and is responsible for overseas project development, international cooperation and localized operation.
- Operation and Maintenance Service Department
Provides testing, reinforcement, maintenance and operation & maintenance trusteeship services for existing steel structure buildings.
(4) Support Units
- Safety and Environmental Protection Department: Oversees safety management, environmental compliance and emergency disposal in production and construction links.
- Marketing Center: Responsible for brand promotion, customer development, bidding planning and customer relationship maintenance.
